Eurocopter, the manufacturer of the current Maryland State Police fleet, filed a formal protest and is not making an offer to replace the aging helicopters. The company alleges that the state’s specifications for new aircraft are skewed in favor of AgustaWestland.In a letter to Gov. Martin O’Malley and to the state Department of Transportation, the company argued that the process “has the effect of creating a sole source procurement.”
