The Saskatchewan Party government is grounding its long-cherished idea of a helicopter air ambulance service because of its hefty price tag.  A report commissioned by the government and released Thursday shows the initial capital costs would be $42.4 million and annual operating costs would be $9 million for a system based out of both Regina and Saskatoon.
