EHang Holdings Limited (“EHang” or the “Company”) (Nasdaq: EH), the world’s leading urban air mobility (“UAM”) technology platform company announced that, following the strategic partnership with the Shenzhen Bao’an District Government, EHang is expanding and strengthening presence in Shenzhen’s low-altitude economy sector. EHang has forged a strategic partnership with the Bureau of Culture, Radio, Television, Tourism, and Sports of Luohu District, Shenzhen municipality to jointly develop an innovative model for high-quality growth in the cultural, commercial, and tourism sectors through pilotless eVTOL aircraft.

The cooperation agreement includes terms for the two parties to jointly explore an innovative model for the low-altitude economy, focusing on applications such as passenger-carrying aerial sightseeing and intelligent delivery with pilotless eVTOL aircraft. With the abundant cultural and tourism resources in Luohu District, this innovative initiative will encompass construction of multiple UAM operation centers that will serve as hubs for both aerial sightseeing and public transportation. We aim to introduce innovative aerial tourism and sightseeing services that seamlessly integrate the core features of scenic attractions and technological experiences.

The signing ceremony was held at the Xiaowutong Square in the Wutong Mountain National Park, Luohu District, Shenzhen. Mr. Defan Fan, Secretary of the Luohu District Committee, embarked on a passenger-carrying low-altitude sightseeing demo flight aboard EH216-S, capturing the breathtaking views of Wutong Mountain.

The LuoHu District will join hands with EHang to establish the first demonstrative project in the Greater Wutong Ecological Integration Area, named “FeiXiang Wutong Pilotless Passenger-Carrying Aircraft Sightseeing Project”, to promote low-altitude related applications for business, tourism, and culture. The district aims to foster deep integration between the low-altitude economy and key attractions, including upscale hotels, commercial zones, leisure parks, and camping enterprises. The focus will be on developing applications such as passenger-carrying aerial sightseeing and intelligent delivery, spearheading the exploration and promotion of progressive business models integrating “low-altitude” and “cultural tourism consumption.”

At the signing ceremony, Luohu District stated that the first UAM operation center in Luohu will be located in the Luohu Sports & Leisure Park and its construction is expected to be completed within 2024. Located adjacent to Wutong Mountain National Park, renowned as the “First Peak of Shenzhen” and Donghu Reservoir, the Luohu Sports & Leisure Park boasts extraordinary natural resources with its captivating “one mountain, four lakes, and one reservoir” landscape that includes prominent attractions like Wutong Mountain National Park, Xianhu Lake, Honghu Lake, Donghu Lake, Yinhu Lake, and Donghu Reservoir. The operating center is scheduled to be completed in 2024 and will comprise of a vertiport, hangars, waiting areas, and a command-and-control center, etc. With that, guests and visitors will have the opportunity to immerse themselves in low-altitude sightseeing experiences by boarding the EH216-S pilotless passenger-carrying eVTOL aircraft, allowing them to appreciate the complete beauty of Luohu District’s mountains, sea, and cityscape.

The Luohu District government has also released the “Implementation Plan for the Innovation and Development of Shenzhen Luohu District Low-Altitude Economy (2024-2026)” and “Measures for Promoting the Low-altitude Application of Business, Culture and Tourism in Shenzhen Luohu District”. These initiatives provide financial support for the development of the low-altitude industry in the realms of tourism, logistics and infrastructure construction, etc. The ultimate goal is to position Shenzhen as a comprehensive demonstration zone for the general aviation industry and establish it as a low-altitude economy industrial hub within the Greater Bay Area.

Mr. Hui Zhan, deputy district mayor of the Luohu District, highlighted, “In line with the directives set forth in the Central Economic Work Conference to foster the development of new productive forces and drive the strategic emerging industries like the low-altitude economy, we are pleased to unveil the ten measures for the low-altitude economy in Luohu District. Our primary focus will be on cultivating innovative low-altitude related applications that combine commerce, tourism, and cultural experiences. Today, the successful demonstration flight of EH216-S pilotless eVTOL marks the commencement of the Wutong Mountain low-altitude tourism project. Moving forward, we have ambitious plans to establish more low-altitude operation centers in Luohu.”

Mr. Xin Fang, Chief Operating Officer of EHang, stated, “We are thrilled to collaborate with Shenzhen Luohu District in jointly developing the region’s low-altitude economy. As a pioneer in the low-altitude economy, the Shenzhen municipal government and district governments have issued favorable policies to provide support in many aspects such as subsidies and infrastructure construction to create a high-quality development environment for low-altitude economic enterprises. As the EH216-S obtained the world’s first type certificate and standard airworthiness certificate of its kind of pilotless passenger-carrying eVTOL, EHang has strategically laid out operation centers across Shenzhen. Moving forward, the EH216-S will expand its presence to more landmarks within Shenzhen to gradually explore an increasing number of new models for the low-altitude economy and continue to lead the development of the global UAM industry.”
