EADS North America names new VP of Homeland Security Programs

Carlaine Blizzard has joined EADS North Americaas vice president of the company’s Homeland Security line of business. In her new role, Blizzard is responsible for program management, product technologies, and activities related to federal marketing and sales for homeland security programs in the United States.

“Carlaine brings more than 20 years of experience and a broad range of knowledge in the homeland security sector that will enable EADS North America to seek out new opportunities, expand upon current business in this area and offer a wider range of capabilities to our customers,” said EADS North America Chief Executive Office Sean O’Keefe.

Blizzard will work closely with the EADS Chief Technology Office as well as with the EADS North America Defense Electronics & Systems line of business to broaden EADS North America’s homeland security portfolio and identify new and emerging product markets for the company’s non-platform homeland security products. She also will be responsible for overall strategic development of the homeland security line of business. Blizzard comes to EADS North America from Lockheed Martin, where she most recently served as the vice president of International Programs for the Information Systems and Global Services Civil Division, leading the division’s international capture strategy development and implementation. Her duties included business area management, program management, and domestic and international new business growth.

Blizzard began her career in 1984 at IBM Federal Systems as a program control manager for U.S. Air Force programs. In her nearly fifteen years at Lockheed Martin, she held roles of increasing responsibility beginning with director of operations for LM Mission Systems; vice president of Defense Information Systems for LM Integrated Systems and Solutions; and vice president of Homeland Security for LM Transportation and Security Solutions. Her experience includes system delivery, security, services, and information systems integration.

Blizzard holds a bachelor’s degree in Mathematics and Operations Research from Louisiana State University and a master’s degree in Business Administration from Binghamton University, an institution of the State University of New York. A certified project manager since 1993, she holds numerous qualifications, including completion of the Massachusetts Institute of Technology’s Foreign Politics and International Relations Seminar.
